feat: add internationalization support to package browser UI

- Integrated locale context throughout PackageBrowser, PlatformSelector, SelectionManager, and RepoHubApp components
- Replaced all hardcoded UI strings with translation keys (t() function calls)
- Updated RepoHubApp to wrap content in LocaleProvider for i18n support
